there was a change in the tax treaty between the US and Canada starting 1/12.  Americans holding Canadian securities that pay a dividend will not have taxes withheld from their dividends IF the security is held in an IRA.

Stocks outside an IRA will have withholding that you can recover thru your income tax return by filing the form for foreign taxes paid.  

I didn't know this until someone corrected me.
