I have been watching this post periodically mostly due to the volume  which I find odd and interesting.

Some information offered previously sparked some curiousity 2guys and I agree with you here, it is clear CEC's application needs to be expedited.  The NIMBY's appear to be very organized - more than I've seen in a long time. Fortunate we pulled out when we did; not saying anyone else needs to but, well, good luck.
