Probably.

Aecon has about $117M in cash and current receivables.

CUQ market cap is just above $200M (and falling fast).

ARE could probably do a deal for $250M and finance it through 5 yr. convertible debentures.

So it seems possible, but I don't know about CUQ so can't say if it is worth buying for ARE or not.
