It's really difficult to say if management is tough or stupid when we don't know all the facts. We don't know what the heII they're doing? All we know is their efforts have FAILED to resolve the situation. In other words, they're FAILING and as a result us, the shareholders, are losing BIG time.

Things don't work the same in Mexico as they do in the US and Canada. I seriously believe they need to pay off the  entities that are behind the roadblocks. The longer this goes on the worse it's going to get. Better to pay a little money under the table now than to have the company go belly up because they were too STUPID AND TOUGH to play the game like it's played in a corrupt third world country.
