WOF is not buying a house and they fully own the property which is Sandong Mine and Muguk etc.

That is why the bank is doing DD on the value of their propery Sandong Mine to determine how much it is worth so WOF can use the Sandong & Muguk mines as a collateral with no down payment involved because the Sandong Mine is worth well over $105 million if they default from the loan. Collateral is something pledged as security for repayment of a loan.
