Dai Bingguo in talks now
Expect NR in 2 days
1 day before his arrival China Vice Foreign Minister paid surprising visit in U1B to prime the pump ,

Asia Times said Aug 22 China pushes for Chalco's purchase of Ovoot Tolgoi
``` likely Dai’s timing is governed by a growing crisis in Sino-Mongolian mineral trade and investment.
It is certain that Dai will make a last-ditch effort to influence Mongolian authorities to approve the $926 million bid of China’s state-controlled Aluminum Corporation of China (Chalco)
It is expected that Dai will offer incentives to Mongolia to permit the deal to go forward,
together with slowing Chinese coking coal demand, the Mongols’ national security fears regarding China will now have to be reconciled with the potential for very real losses in revenue from foreign investors and mineral exports.
MEDIA MONKEY-PARROTS ARE -re -printing so much misinformation in so many points IN REPORTING STUFF REGARDING M AND SGQ that's not even funny.
As FDI is concerned :
FOREIGNERS DO OWN AND ARE ALLOWED TO OWN 100% OF M COS
THE NEW LAW REQUIRES ONLY
-- APPROVAL BY GOV IN CASES OF OVER 33% transaction and
--APPROVAL OF PARLIAMENT IN CASES OF OVER 49% transaction
SO, CHALCO TRANSACTION NEEDS APPROVAL OF PARLIAMENT
OR NO APPROVAL AT ALL IF THEY WOULD CHANGE BID FOR JUST 32%
Sizing up the Mongolian -Chavez (prisoner #: xyz) forces
The dirty 20 Mongolian commies
Here is the list of the 20 ":NATIONALIZATION " MPs who signed petition to renegotiate OT in Sep 2011
8 from MPP- likely all in MRPP now
9 from DP , 2 independent, 1 green
https://blogs.ubc.ca/mongolia/2011/mps-petition-to-renegotiate-ot-agreement/
Cross- reference it with list of new MPs here
https://en.wikipedia.org/wiki/List_of_MPs_elected_in_the_Mongolian_legislative_election,_2012
Out of the 20 , 10 are no longer MPs ...Ouch,
MEANING, THEIR COMMIE AGENDA WAS NOT AS POPULAR (at least in their ridings )as one would expect, given the noise
.
What's left is :
--6 DP
--4 MRPP
(plus minus 2 - the names containing :'Bold", Bat" "khan", "erdene" ,"bayar" "
boldbat". "boldbatkhanerdene " same last but different first names etc are making me dizzy )
The MP.s names listed in this art. as MPP are likely now in MRPP.
,
Assume that all 11 MPs from Justice coalit = MRPP mostly are for natinalization
Add the 6 DP MP's from the leftover list of 20 hawks
Add possible 3 from independent /Greens
The original , slashed by 1/2 dirty 20 morphed to new 20 = likely
voting against Chalco bid or any foreigner
( assuming none has changed their minds)
The unknown is how many more `nationalists` there is in DP outside of the 6 core DP commrades
Or how many non-comies will vote for commies agenda .
We have 25 DP MP`s with unindentified opinion left
Even if 10 of them will vote against Chalco`s bid it is still less than the 39 votes needed to kill the deal
Though with some absentees can be close , if IE. 18 DP MPs out of 31 will vote against
(asume MPP has no nationalists left - moved to MRPP)
The core `NO` can be around 1/3 of total vote
Meaning ., approval still doable ? but only if Chalco will play it nice, agree to some concessions
IE not insist on too many Chinese miners
Buying 32% without need for any approval and all that political circus
would give them status of biggest shareholder and likely control anyway
