Cash flow from Operations

I just came across this company and started my analysis.

I do not understand why they intentionally split the working capital into two parts. The changes in current assets they take to CFOA and changes in current liabilities  they take to cash flow from investing activities. 

To me this is giving a very innacurate inflated figure. Has anyone read the reason behind it?
