PQ to raise mining taxes? Bad for EAG?

Hey, so even though theyre only given the power of minority, can PQ still provoke the mining tax hike in Quebec? PQ stated earlier that they wanted to "impose a minimum 5% royalty rate on the gross value of all mining production. She also said the PQ would add a 30% additional tax on all mining profits over a certain level"
