'Zero' is probably a bit low.  However, Ape is keeping a low profile and not bragging about how much silver they have and is treating the workers well, building up good will in the local community.  The main thing is to have the local union guys behind you.  Morales seems to want to avoid crossing them, in most instances that I'm aware of.

 

The union guys are pretty sharp.  They know, on the one hand, that socialism doesn't work.  And on the other, the mining giants will pick their pocket if they get a chance.  They have to strike (no pun intended) a difficult balance between negotiating good terms and avoiding more govt. control.
