The President along with the new cabinet had decided to appoint highhly qualified professionals that are technocrats (similar to Greece's new PM) which had a lot of input from the business community (both local and foreign) and that is why the business community has much high hopes for this new govt.
The stop work was not a unanimous decision and was done on the director level. Thus the decent ones actually objected to it. This was the last effort by the ones (as they should be on the way out the door soon by the new govt) who are trying to derail or delay Stans (they have already caused a delay of almost a year).
