Carol, unfortunately, the way you formed your last post made it appear that you were making the comment when in fact you were just quoting troufo's

And you;re right. A person has to agree to accept the messages. It's not a phone call and does not cost the person anything. The message comes over bluetooth or wifi and as far as I know does not fall under the jurisdiction of the CRTC other than the reach (strength) of the radio waves.
