The farmers won't pay the charges, PBDAC will. This is more about ensuring PBDAC and the Egyptian gov. get paid back for the loans and collect the appropriate taxes as much as it is about helping the farmers.

Think if it as a giant payday loan operation with 6 million users, funded by the government with Mith running the back office.
