No one has seriusly doubted that the market will be very large IF it does work and IF it is econommic to produce. The Pelligrino report was for the purpose of estimation of a value of the technology ASSUMING it worked and ASSUMING it is economic to produce. That's ALL it was and it very explicitly noted that that is all thiat it was!.
