they want to license to anyone willing to write them a cheque!!!  fi they are right there then the infrastucture for CAJ or whoever to build their own plant is there from the years ORT has put in the Gaspe bay.  I think you are missing the point actually.  ORT is going to 10 bucks and i think CAJ has a great land positon and if the venture continues to run all pieces of cra# will run and caj will be one that could outperform.  Its a trade, dont take it personal that I like both plays.
