For those over here who are interested, the pp is done and why it happened is clear.

Someone wanted 1 million shares at 20 cents. Normally they would have someone organize a cross, but obviouly the sell side could not be organized. So BillTempany stepped up to the plate. The pp then was organized so that Bill could get the shares back, with the hold period. So, there has been some dlilution, but only a very small percentage.
