But in HRE, the ore is nothing without the process of extracting each minerals separatly and being able to make alloys or being able to deliver high level of purity. The people in charge of that are russians. They are the specialist. What is the government of KYrg going to do with HRE an no knowledge to extract it ? They are plenty of rare earth around the world....separating them is the hard part.
