the increase in borrowing could be explained a couple ways: Borrow more in a hope that down the road you dont need the extra funds, diminish the possibility of share dilution by trying to raise capital that way, use the extra cash to develop muguk, extra money for better faster mining equipment... At the end of the day if IMC is on board, one has to assume they are going to want to get the stuff out of the ground as fast and effective as possible. China recently announced the rare earths tightening policies, and IMC is well aware of that. Also it definitely doesnt hurt having extra cash on hand in the event a big bully comes along, that is a less likely scenario given IMC being involved, but a very real scenario as well. Cash in hand gives us more stayng power and resolve.
