I don't think anyone here knows the answer to your question. Your best bet is to ask I.R. I'm sure they will have a logicall explanation. Normally, these purchases through payroll deduction buy at an average price of the previous x no. of days. Also, there is incentive to participate; for example, the employer will kick in a buck for every 3 bucks you put in. So even if the purchase is at a slightly higher price, the participants still come out ahead. Not saying if this is the case here.
