I.

Pursuant to an oral contract entered by the Russian corporation Severonickel and the Liechtenstein business organization Kola International, which is managed and controlled by the Belgian citizen Gaston Reymenants, Reymenants and/or Kola was to serve as Severonickel's broker for the sale of approximately 800 tons of Severonickel's nickel powder warehoused in Baltimore. In November 1994, believing that Reymenants and Kola (hereinafter “Reymenants”) had failed to pay Severonickel for approximately $3 million worth of nickel powder and to account for sales and return any unsold powder, Severonickel filed a breach of contract claim against Reymenants and Kola in Maryland Circuit Court.
