DEALS ARE FROZEN

That could mean a lot of things. It could mean no new deals. It could mean that Gazprom will concentrate on its present deals. Since they have already made a deal, it is frozen in stone. Russian to Syrian language is likely a slippery slope since they are both full of lies and half truths. Do not assume that either of these parties have the morality of the western world. Perhaps TLM management has the similar morality to both these parties. How many companies need to make a document on corporate responsibility. Its like saying we never lie.
