Here's a legitimate report with a $1.80 target on a 16 cent stock (Page 2)
https://www.firstcanadiancapital.com/docs/wp-content/uploads/NHK-FM-Bulletin_101012.pdf
Notice how this full report is written by real people with real credentials (CFA, P.Eng) and is backed up by a real company, Fraser Mackenzie.
Now here is an illegitimate report, written by no one with no credentials

Notice the difference? So you can either go crazy over a $1.60 target written by a nobody on a 16 (now 20 cent) stock like INT or go crazy over a $1.80 target written by a real company on a 16 cent stock like Nighthawk (NHK). I bought INT today as the stock will probably pop to the mid-20's tomorrow but it's buyer beware after that as this pump is definitely going to be short term before the dilution takes place.
And in case anyone had any doubts about the paid promo pump and dump nature of today's run, read the disclaimer at the very bottom of the all penny stocks link. I wonder if they decided to buy today and will decide to sell at a profit tomorrow.
