You can see that someone asked a similar question, and Al asked Bill to respond.  Al said he was satisfied with Bill's answer, which was fairly technical in nature.  Basically, Bill claims the delay was due to the very specialized nature of drilling during this second phase.

 

I buy the part about the 'specialized nature'.  Not every core drilling rig can do this.  Nonethe less, they knew well in advance they would need this specialized rig and didn't secure it, even though they had the money available.

 

It is beer under the bridge at this point.  Let's just hope they drill into the same deposit that Barrick is mapping.
