I do see that quote on Classic Value Investors in the messages section by Otto Snel. I do agree that once the PP is approved by the TSX that those two parties could control Monument if they acted in concert.
If they don't act in concert, they create a nice counter balance to each other. If they do act in concert, they should act in a way that is in their best interest. They could try to issue more shares to themselves but that would invite a lot of regulatory scrutiny. They cannot pay themselves big bonuses and salaries since they are not employees.
I suspect Monument still wants to raise further capital. They could add debt but I have heard that management is against that approach. Not sure why. That only leaves equity or some type of deal with a royalty company like Sandstorm. Equity seems more likely. That leaves additonal smaller private placements or a secondary offering.
