Post consolidation and with a revenue stream that's showing signs of growth I would give this another shot.  Until then it is far too risky.  We must remember that in many overseas markets respect for patents and copyright are not what they are here.   Furthermore Cellular charges are a fraction of what we pay in North America and Europe.  Generating a revenue stream from these users would be a monumental achievement.  Repatriating those revenues would be another miracle.  

A friend once told me that in South America when a new movie hit the Box Office you could buy a copy on the street the next day for $1.  

This story has already matured and needs to show that it can generate revenue and shareholder value.  The market is saying show me the goods.
