The current share price is the result of a poor investment environment for the rare earth sector and the mining sector in general (gold, silver, platinum, etc.). Only when the mining investment environment improves will money flow increase for Stans and other companies.

Now, there will be occasional moves in the stock here and there based on news releases and Byron King pieces which momentum trades use to bid up the stock and then sell at the top. I laid out this argument here last month, and it has proven true as the stock is right back down where it started and poised to move back into the 50 pennies territory:
