I agree that the BCSC needs good reasons to issue a CTO and IMO they are adequately transparent in the case of BGM. The report that PG filed is clearly not compliant. Period. No question. No arguement can be made saying the Aug13th report demonstrated any form of compliance.
This CTO is on the QPs, PG and the BGM's man who reviewed PG's work and who provided the excel spreadsheet behind PG's work. I forget teh BGM's QP's, but do recall that not much is know of his experience other than he has a PHD. Big deal. Show me real work experience.
What more could anyone expect from the BCSC in the BGM affair? They provided 36 pages of deficiencies on the report to the company. Many of the problems are visible to anyone taking a look at the work. Clear cut slam dunk. I know a few of the longs here might say the report should have been accepted because PG is a 40 year man and he said it was compliant. But sorry. Saying it is compliant isn't the standard. You must show compliance.
