RE: Now and Then Aprilk, AQN's offer was made in a down time for the sector and at a time prior to Windstar's completion. It was considered as opportunistic to bid just prior to Windstar's completion and before the improvements to the financials resulting from its completion including the tax free grant. It definitely was not made during a sector boom.
