I think the starting point is the first offer $2.50 

Perhaps Brookfield is just playing the odds and expecting no other bids?

Perhaps they feel by offering $2.50 the market will level off at $2.75 making their final bid of $3 stick

The theory they are buying makes no sense as they are responsible for the increase in price 

Enough perhapsing I bought 10,000 shares at $2.75 expecting a minimum $2500 profit
