Well for one, if it finds that there is a direct threat to the existing shellfish industry for example, then the coal mine does not happen, 600 jobs are saved, and we move on to another more sustainable industry to create the jobs Raven promised.  

I love it when people act like 'project A' is the be all end all of any job prospects anywhere.  It never is and never will be, there is always another way to create jobs for people.
