1) I do not believe that RJames was involved in underwriting AAA. On the last PP, the underwriting was done by:

The Common Shares were sold pursuant to an underwriting agreement with a syndicate of underwriters led by Dundee Securities Ltd., and including National Bank Financial Inc., Cormark Securities Inc., Macquarie Capital Markets Canada Ltd., and Fraser Mackenzie Limited (collectively, the "Underwriters").

 2) It is what is. You will not get a 1 B$ project going with 20 or 40 M shares. The good news is that they got a lot of cash in the last couple of years for the issued shares (a couple of PP's at 1.55 and a bought deal at 0.80$). Now they have to deliver the goods on financing early next year right after the bankable DFS. With a reasonable financing deal this thing will jump. The DFS alone will not have much of an impact. AIMO.
