North Americans take time off at Christmas, too. Things slow down the days leading up to the Christmas-New Years period when most people take time off. 

Maybe in the more casual, traditional areas of South America there is an extended period of slow down,the areas  where corporatization and strict structure are still not prominent parts of society. However workers at very structured companies and job sites are no different from workers here. Infact they mostly work harder and are more dependant/dedicated to their jobs out of necessity. Yea, they want their breaks, but they don't just walk off job sites because they feel like it and they want a taco (or whatever the regional food is).
