This is a computer generated. It is derived by using a specific set of criteria. It is IMO just another technical signal which by itself is suspect. There are currently 13 bullish and 10 bearish signals in TD's research department. I don't think this report was malicious, it just spouts off when its data hits. It is unfortunate that it is deemed as news worthy, as it is no more news worthy than any other tech signal.
