"Walter Spracklin, RBC Capital Markets analyst, said while it is clear Mr. Harrison will have a dramatic impact in improving the railway’s operations, he will be more confident after the new structure, including the 4,500 job cuts promised, is stress-tested in winter.

“Taking 25% of the work force out and significantly reducing infrastructure resources are no small events, and the true test of sustainability will be how the network reacts under stress. We believe winter will be that stress test and we see (first quarter) results as a key potential catalyst,” Mr. Spracklin said.

He has a sector perform rating and $91 price target on the stock."
