Not sure what the specific Canadian rules are but insiders in the US can NOT buy at any time. There are quite a few restrictions for insider buying and selling activity. My guess is TSX rules are very similar.

The bottom line is RMC has something in Serbia but what? They have solid cash levels and other assets. The next round of drill holes may not be that great but there were initially pretty sizeable stepouts. If I had to guess, the next news announcement drops the stock initially. I would also guess that drop would be a very nice buying op. You don't hit drill holes like they have in a prolific district and have 'nothing'.  The EV for RMC is pretty low given the odds of an ecnomic discovery in Serbia, which I think are high. It's just going to take time to define the deposit. Remember the lag time, given the type/depth they're drilling is pretty severe. Also, remember that they will likly need many of the results from the large stepouts to decide where to drill follow on holes. They're not going to waste money drilling everywhere right away.

There definitely some risk with RMC but I think there are not that many plays that offer similar risk to reward ratios.
