Saskatchewan may be different than Manitoba if you are not in the city of Winnipeg but say cottage country who have some well water fished from there.. by the nearby rivers surrounding..I know that my sister did not pay water however it is probaly fitted somewhere under the property taxes. Water is never free when it comes to government any loophole they can bypass to make a buck they will. Even Wynard has probably fingers in KRN, as a deal and they would have to shell out money either way..Wynard would have to support their community and if mining companies want a stake of something they have to give something in exchange..So I do not feel KRN got free water in any way..JMHO
