I don't know how reliable that info is...

"Speculation is mounting that China will cut export taxes on ferroalloys in 2013, not only to support local producers but also in response to a ruling that the tariffs broke World Trade Organization (WTO) rules."

The article speaks of speculation, and has a pretty dubious source, also it says that there was a WTO ruling...

There hasn't been a ruling yet: https://www.wto.org/english/tratop_e/dispu_e/cases_e/ds431_e.htm
