Lets take the whole main tsx listing spinoff for example. The company files the request with the tsx, but before even getting approval, they decided on their own to not schedule not 1, but 2 seperate dates for special meetings, and inevitably had to cancel them both due to the fact they had not recieved approval yet.
I understand they have no control over the timeline of the approval, but why would you schedule special meeting dates that far in advance without getting the approval first, or even say that they were going to set the dividend cut off date back in january, and then "shortly", without first getting firm approvals.
That is my issue here with management, not that they are not working hard to try to make deals, but they tell the market dates that they are going to do something, or release something, and never live up to them
