Im not sure you are right.Surestream is active in that region and has interest in two blocks neighbouring Lotshi.According to their business plan they are pursuing more blocks in Congo.They helped Energulf with certain things,for example securing  a deal for Energulf with the chinese seismic company that was supposed to do the 2D seismic.That company did the seismic for Surestream in its blocks.For some reason the agreement was cancelled and Energulf hired an Israeli company.Imo that is also a sign that Surestream had an interest in Lotshi.

When/if Energulf supposedly turned down the offer they didnt have the seismic results and a resource estimate.Jeff Greenblum could have thought the value of the block would increase after he had the results.
