However 19 million shares have traded since the announcement of the laser so if a company was prebuying a position it could be tucked into that volume.

I think that any of the majors would be very eager to be the first one in the door. A deal could be structured as an option with the new partner providing both financial and technical support to move the technology forward as quickly as possible. It could provide the partner with a number of benefits: Preferred pricing, an exclusive license for a short period. Opel could in fact sacrifice a small part of their market to advance the bigger markets.
Lee Shepherds mandate is to monetize POET ASAP. That means advancing the development so that it can be commercialized in the shortest possible time frame. I see huge benefits in doing a deal to get the kind of financial and technical support needed to achieve this.
