As at 2009-05-29, the company was known as Cheetah Ventures Ltd and had total of 9,819,362 common shares outstanding. (Note 1)

By a notice on 2009-07-08 Cheetah announced the issue of 57,000,000 units for $0.015 each. (Note 2).

In the years since the company has changed its name, split and consolidated its shares many times. The net effect is that Emperor is a 2 for 1 split from Cheetah.

Subsequent to the huge share issue the insiders filing with SEDI did not indicate any change in their holdings.

It is reasonable to assume that the addition of 57 m shares would trigger a change of control or a 10% holding. I have been unable to find any filing to indicate where those shares went. Subsequently, large numbers of shares have been sold into the market "Anonymously" as the stock was promoted.

Former directors of Emperor know where those shares went and those directors continued to run the company for another 2 to 3 years. This suggests the true owners of those shares and the directors were collaborating.

A poster's link to the Vancouver Sun article gives us some indication of the crooked conduct that occurs with penny stocks. (Note 3)

So, the question remains ... who got those cheap shares? Anyone could reasonably enquire to the BCSC about disclosure of the owners of those shares.
