I asked investor relations with regards to Mr. Wiebe's sale of shares and it was a margin call:

"The transaction was a margin call that was pre-determined by a broker’s formula and therefore not within Mr. Wiebe’s control."

At least that can be put to rest.  Now we just have to wait on the dividend announcement and the special committee's report.
