I don't get what you are saying, but I do see that you are conflating test results with production. I thought you practice DD? No? Ok, so let me help you. Test results show what the well could potentially produce under normal operating conditions (and those numbers can themselves be misleading because we don't know the decline rate). Production rate is just that - how much are they currently taking from the ground.
They might have tested a combined flow of 10k+ (and may have even had initial production rates close to it as well), but they are restricting production because of the lack of infrastructure capabale of handling anything greater than that.
