I am not sure it makes sense to have a waste disposal site right now.  There really is not very much waste as there is no production.  The primary waste from oil wells is produced water and fracturing fluid.  There is also camp waste. 

The normal way of disposing of water is to drill a water disposal well, install tanks and pumps.  There would have to be a road to it as well.  This would be very expensive to construct and would only be used for a few wells for a few months.  The rest of the time it would sit idle.

It only makes sense to construct such a facility once there is production.  Then there can be a "made in NWT" solution.
