Did you even read the news release?  This offer is for all shareholders, not just the CEO, and if all shareholders submit their shares, then everyone, including the CEO will only be able to sell 15% of their shares for $2.45 they will be stuck with the other 85% of their shares and the price will likely go back to where it started, or lower, considering the company will have $37 million less cash.  People buying at $2.09, will not make a profit by selling just 15% of those shares at $2.45.  Thinking the price will stay high after the buyback is just a wish and prayer, it might happen but the odds are not good.
