so, where in the CEC feasiblity statement is there a line item for education programs and medical programs to protect miners such as periodic Xrays and provisions that if they have contacted Black Lung they can qualify for jobs that don't put them at such high risk.  Mechanization and increase miner hours  has been identified as causes of the incerase of black lung.  where in the CEC feasibility statement is there a provision for miners working in high risk areas to work fewer hours.  There isn't even a budget line for medical personnel and compensating miners once they get a work related cancer or black lung will be covered by taxpyers.
