The biggest problem with the PNG government is that they want 20 % of the company for their 25 million dollars . And that means any intellectual property , pattents , etc , not just a royalty stream . You can see that that puts the company in an untenable position . Just imagine if you tried to expand other regions and they all wanted 20 % because you set a precedence .
