I think its an easy choice if your looking to short the sector its one of the few oil stocks that doesn't pay any dividend at all (even a small one) so someone shorting the stock doesn't have to pay to wait.  In any pairs trade go short legacy, long say crescent point and even if your wrong you make 7% to wait being long crecent point and not paying anything to be short with legacy.

From a market perspective introducing an affordable dividend would remove this threat not to mention attract new money from dividend funds

To further illustrate another company on that list is Lundin (pays no dividend = high short interest) comparables in the space and market cap Hudbay, Sherrit don't have a huge short interest but also pay 2-4% dividend.
