Louel I do not think that the Keystone pipeline will be a huge difference maker for oil producers. The Americans have managed to make it that way. The Gulf refiners apparently do not need the extra oil and Cushing definitely does not. They cannot ship it to another US refiner by ship from the Gulf because there are laws that shipping between 2 American ports requires an American ship and there just aren't any to speak of. They cannot ship the American oil to another country as there are laws against that as well. They might be able to ship the Canadian oil to other countries allowing Arroway to get world prices but if they do not have laws against that yet do not count on them not passing them. I am not positive on the American laws but it is something to keep in mind.
