I would propose that CCY has the edge for jurisdiction and a few other things.
While BC purports to be mining friendly, it is still held ransom by our Gov't sanctioned extortionists more commonly referred to as Indians as defined by the Indian Act. Mexico does not have this problem.
CCY is much closer to rail, port and electricity than CUU.
CCY has a large pool of inexpensive labour to draw from, CUU has a small pool of expensive labour to draw from.
CCY is in a much more climate friendly area. Working in the cold that dominates CUU for much of the year leads to lower productivity and higher costs.
Assuming China is going to be the receiver of the copper from either CCY or CUU, CUU has the edge for shipping distance, once the concentrate has reached a port (Prince Rupert), but the cost to get to the port in the first place..
