If I were OPL trying to fill the remaining pp, I wouldn't leave anyone out, especially when the financing hasn't closed.
After the closing, then that's a different story, but after it closes, OPL will have to achieve milestones in order to support the share price. At present, it's near the financing price as it needs to be close to $0.50 in order to get investors to buy into the pp, IMO. This is how it usually works.
In order to achieve the higher share price, OPL needs to execute, and that means no further delays in milestones. JMO
What i don't understand is "who are the buyers" ... They must be people who can't get in on the PP ( people referred to in the meeting as the ones who will have to get their shares on the open market as that will be the only avenue open to anyone who wants the purchase, which is good.....
